BP seals LNG SPA with India’s Torrent Power

BP Singapore does not produce liquefied natural gas (LNG) itself, as it primarily functions as a trading and supply hub for BP’s global LNG operations rather than a production facility. Instead, BP Singapore sources LNG from BP’s global portfolio, which includes production from various projects worldwide, and supplies it to markets, particularly in Asia. The exact production capacity of BP Singapore is therefore not applicable, but its supply capacity can be inferred from specific agreements and BP’s broader LNG portfolio.

Supply Capacity of BP Singapore

  • Pavilion Energy Agreement: BP Singapore has a long-term LNG sale and purchase agreement (SPA) with Pavilion Energy to supply approximately 0.8 million tonnes per annum (mtpa) of LNG to Singapore for 10 years, starting from 2024.
  • Torrent Power Agreement: BP Singapore signed a long-term SPA with Torrent Power Ltd. to supply up to 0.41 mtpa of LNG to India from 2027 to 2036.
  • Export from Tangguh LNG: In 2019, BP received approval to export 84 cargo loads of LNG from its Tangguh LNG project in Indonesia to Singapore, starting in 2020, with 4 cargoes in the first year and 16 cargoes annually until 2025. Assuming a standard LNG cargo size of approximately 60,000–70,000 tonnes, this translates to roughly 0.96–1.12 mtpa at full capacity (16 cargoes × 60,000–70,000 tonnes).
Combining these agreements, BP Singapore’s confirmed supply commitments to Singapore and India alone total approximately 1.21–1.53 mtpa (0.8 mtpa to Pavilion Energy + 0.41 mtpa to Torrent Power) plus the Tangguh exports of 0.96–1.12 mtpa. This suggests BP Singapore can supply at least 2.17–2.65 mtpa to the market based on these specific deals. However, the actual supply capacity is likely higher, as BP Singapore trades LNG from BP’s global portfolio, which includes projects in Indonesia (Tangguh), the U.S. (Freeport), Australia, the UAE, Trinidad, Angola, and the Greater Tortue Ahmeyim (GTA) project in Mauritania and Senegal.
BP’s Global LNG Portfolio Context
BP’s global LNG production capacity provides the backbone for BP Singapore’s supply capabilities. Key projects include:
  • Tangguh LNG (Indonesia): Operates three trains with a total capacity of 11.4 mtpa. Train 3, which started production in 2023, adds 3.8 mtpa. BP targets 176 cargoes annually from Tangguh, with 55 from Train 3, equating to roughly 10–11 mtpa (assuming 60,000–70,000 tonnes per cargo).
  • Freeport LNG (U.S.): BP has a long-term contract for 4.4 mtpa of LNG capacity, with the facility operational since 2018.
  • Greater Tortue Ahmeyim (GTA) Phase 1: Expected to produce 2.3 mtpa once fully commissioned, with first gas achieved in 2025.
  • Other Projects: BP participates in LNG projects in Australia, the UAE, Trinidad, and Angola, contributing to a diverse supply portfolio, though specific capacities for these are not detailed in the provided data.
BP aimed to achieve a global LNG portfolio target of 25 mtpa by 2025, leveraging both equity projects and merchant portfolios. BP Singapore, as a key trading hub in the Asia-Pacific and Middle East, likely accesses a significant portion of this capacity to meet regional demand, particularly in markets like Singapore, Japan, China, South Korea, Taiwan, and India.

Estimation of BP Singapore’s Supply Potential

While BP Singapore’s confirmed supply agreements indicate a minimum of 2.17–2.65 mtpa, its role as a regional trading hub suggests it can supply significantly more by drawing from BP’s global portfolio. For instance:
  • Singapore is a major LNG import hub, with imports rising 30% year-over-year through November 2023 to offset declining pipeline imports.
  • BP Singapore’s trading operations include long-term contracts with customers in Japan, Korea, Kuwait, Singapore, Taiwan, and Australia, indicating a broad supply scope.
  • The Tangguh project alone, a key source for BP Singapore, allocates roughly 50% of its output to domestic Indonesian markets and 50% to exports, with East Asian markets (including Singapore) receiving significant volumes.
Given BP’s global LNG capacity (potentially reaching 25 mtpa by 2025) and BP Singapore’s strategic role, it’s reasonable to estimate that BP Singapore could supply 5–10 mtpa or more to the market, depending on demand and portfolio allocation. However, without specific data on BP Singapore’s total trading volume, this remains an educated estimate.

Update fron LNGPrime.com

According to a statement by Torrent Power, BP Singapore will supply up to 0.41 mtpa of LNG from 2027 to 2036.

Torrent Power said the LNG procured under this agreement will be strategically utilized by the company, including to operate its 2,730 MW combined cycle gas-based power plants in India to meet the country’s rising power demand, peak demand periods’ support, and balancing renewables.

Also, it will support the Torrent Group’s city gas distribution (CGD) arm, Torrent Gas, and its growing requirement of LNG to ensure supply of gas for households, commercial and industrial consumers, and CNG vehicles, it said.

Torrent Power said the deal contributes to the government of India’s goal of increasing natural gas’s share in the energy mix to about 15 percent by 2030 as well as strengthening India’s energy security.

“Taking advantage of softness in LNG prices, TPL along with TGL further intends to explore medium- and long-term LNG procurement in response to the growing demand from its GBPPs and CGD networks respectively, aiming to enhance its portfolio diversity and reliably to meet energy supply needs of customers.” the company said.

This is the second LNG SPA for BP announced in the last two weeks.

BP recently signed a long-term LNG supply deal with China’s Zhejiang Energy.

The company0 unit in China said the 10-year sales and purchase agreement was signed on May 21.

Under the agreement, BP will supply up to 1 million tons of LNG per year to Zhejiang Energy on a DES basis from its diversified global LNG portfolio.

BP China said this SPA further strengthens the strategic cooperation between the two companies after the duo established a joint venture to supply LNG via trucks in China in 2023.
