Ofgem has published a letter detailing its vision for reforming the regulatory framework for energy connections.
This plan, developed with support from the government and the Electricity System Operator (ESO), aims to align the connections process with strategic network planning and the upcoming Clean Power 2030 Plan.
The letter highlights the need for changes to licence conditions and interactions with code modifications to facilitate this reform.
Ofgem intends to consult on these potential licence changes to ensure that the connections process supports the transition to clean energy and the 2030 target.
The proposals include the introduction of the “Gate 2 Criteria”.
The Gate 2 Criteria will establish clear standards that projects must meet to receive confirmed connection offers, focusing on factors such as project readiness and strategic importance.
This will ensure that available capacity is allocated efficiently and that projects critical to energy security and system reliability are prioritised.
The Connections Network Design Methodology will guide how connection offers are prioritised and how network infrastructure is assessed.
Finally, the NESO Designation Methodology will determine how critical projects are prioritised for connection based on factors like system security and innovation.
The energy regulator plans to consult on these proposals, with any necessary licence changes expected to be finalised by 2025.
